If no election representative or polling representative or counting representative is appointed in accordance with this Act and the rules made under this Act or if the candidate or any of his representatives are not present when they are required to be present or if any of them does not do the work required to be done, the voting shall be held only for the same reason. Or counting of votes will not be stopped and such work will be considered to be in accordance with the law.
